Declaration of the 21st century Chinese deaf education reform and development seminar

November 11, 2000, by the Chinese society of education special education branch, Ying Wa of Hong Kong fishermen\'s Association and the Jiangsu provincial Department jointly organized the \"21st century Chinese school for the deaf education reform and development seminar\" held in Nanjing, 380 hearing educators from all over the country to attend the meeting. After discussion, participants enter the 21st century Chinese deaf education reform and development of consensus on the basic issues, and will strive to practice the following declaration:

First, we are into the 21st century, global trend towards economic integration and the rapid development of modern information science and technology for countries faced with fierce competition and challenges. Deaf education in China must keep up with the pace of the times, deepening reform and innovation, and strive to improve the quality of school education, and gradually establish pre-school, compulsory education, school education, vocational education, higher education and lifelong learning education system.

II, and other modern information technology, medical advances in areas such as and new theories, new technologies and new equipment in hearing impairment, such as rehabilitation, education and other aspects of broad application, making the world a significant change in the concept of education for the deaf, so also to the school for the deaf education reform have a huge impact. Deaf education workers to keep abreast of new information, learn new theory, continuously updating education concept, promoting the reform of education of the deaf.

Third, the purpose of the reform was to make school education is full of vigor and vitality, to cultivate students \' moral, intellectual, physical, and so on comprehensive development, social integration and independence, self-reliance, community capacity, and lifelong learning attitude and abilities, for their adaptation to the needs of the community and lay a good foundation at the end.

Four extensive application of, computers in schools for the deaf, but also lead to major changes in the education of the deaf, to effective use of computer in the hearing test, hearing and speech training, teaching, group and individual teaching and extra-curricular activities in areas such as the role of training students \' interest in learning, master the ability to collect, analyse and process information, grasp the important means of learning and lifelong learning. To develop computer software production staff, trained teachers with the application of computer in teaching and rehabilitation principles, techniques and methods of courseware, and carry out scientific research.

Five, hearing and speech ability is to integrate into society and important condition for continuous learning, lifelong development. Develop the students \' language ability is the deaf education problems in urgent need of attention, as well as special content of quality education in school for the deaf. This is the common responsibility of all teachers, parents, and should be reflected in all school subjects in teaching, activities and student life. School appropriate systems and the assessment methods should be developed to facilitate its implementation.

Six, the head of school for the deaf should strive for understanding and support of the administrative departments of education and social, purchasing hearing test, hearing aid, together with collective hearing and speech training and maintenance, special equipment, and to develop systems to ensure their efficient use, encouraging and guiding the students to wear a hearing aid; note on cochlear implant rehabilitation guidance of postoperative students.

Seven, according to the needs of social development, student-centered, advocating development \"curriculum\". According to the student circumstances, adopt flexible teaching methods, teaching methods and different materials. At the same time developing evaluation indicators and methods of development of students \' quality.

Eight, according to the world \"inclusive education\" development trend and situation of popularizing nine-year compulsory education should be widely and deeply involved in advancing hearing children learning in regular class work. Deaf school should implement functions extension into local resource center for deaf education for local learning in regular class and early rehabilitation for hearing-impaired children\'s services, and establish the appropriate modern management system.

Nine, according to the needs of deaf education, should change the school for the deaf in China as soon as possible with a single teacher preparation, school discipline teachers, language and training teachers, school guidance teachers and specialized equipment and computer technology personnel make up a team of teachers. Schools are in need, we must also vocational and technical teachers. At the same time to strengthen the training of listening, language content such as special education professional training to continuously enhance the quality of teachers.

Ten, we call for such a reform would be education administration strongly supports, including the improvement and adjustment of management and policy, as well as assistance in terms of staffing, funding and equipment. At the same time we also call for the improvement of deaf education in teachers \' colleges, additional training in Audiology, speech, and other professionals, training in deaf education and research work needed talent.
